If you are going that route then I would recommend DDraw with possibly
an abstraction layer for fast sprites if hardware acceleration is
available. Personally I use VC++ 6.0 and DDraw with a simple 32-bit
framebuffer so I can roll my own blit effects as needed. If I was
starting from scratch I would look into the PopCap framework for both
the development efficiency of not re-inventing the wheel and the
potential biz. dev. help you would get if PopCap picks up your title.
