[games_access] DocBook Accessible Game Documentation

Wow, I've been so busy in the last two months.  I promised the below a
while back; here it is!

A while ago I mentioned I would be creating a cross-platform build
system for DocBook game documentation.  This is a very handy standard
for making accessible online documentation.  More information (and the
