[games_access] Accessibility of instructions...

Thinking of the accessibility of instructions, I turned this link up:

However, I am personally planning to steer people towards making games instructions HTML (basic web-site language) based. Can anyone recommend a good basic accessible web-page help page, providing people are in agreement with what I'm doing.
