WOW, I would think you would be wired in your community. You need to
sit in on your county's "Cable TV Advisory Committee" meetings, or
whatever they are called.

You also need to ask for the franchise agreements.

I have NEVER seen one that doesn't REQUIRE the cable system to stay up
for two hours

Phone Tariffs are totally different, but most require a very long up
time after a power failure, often more than 8 or even 24 or 48 hours.
Your state is the likely source for that information. Every state has
a different regulating body, but they all have one, a PUC, SEC or
something. DSL should stay up as long as dial tone. That is
generally weeks or months, though the law may require much less.
