Correct (sort of), because Sub-carriers have never been a consumer
service.
That doesn't PREVENT one from running EAS over Sub-carriers, but it
isn't required.
I have run Korean, Chinese, and Latin American Sports on Sub-
carriers. As part of the contract, I REQUIRED EBS then EAS to be
carried on the Sub-carriers. It was not elegant either. They got cut
over to the main-channel for the duration of the test or alert, then
fell back. I never got a single complaint.
We also used silence sensors that, after a fairly short absense of
programming from the Sub-carrier provider, would switch to the main
carrier. The clients actually liked this "feature."
