The Gorman- Redlich CAP-DEC 1 has also passed the fema tests for CAP 1.2 compliance at the independent lab in Somerset Ky.

Thanks to everyone who has said that other gear is compliant as well! I only mentioned two because that is all I know about, but there is a lot more out there.
So now we can safely say Sage, TFT,Trilithic and Monroe/Digital Alert Systems are good.
If anyone else knows of other gear that will work with no issues please email to the list.

Trilithic's EASyCAST, EASyPLUS, and EASyIPTV EAS systems respond
correctly to the EAN, EAT, & EOM, including the use of the FIPS code for
Wash. DC, ever since code version v6.73, and higher, which was released
a few years ago.

Use of the Washington DC FIPS code is no problem for the DASDEC or
Monroe Electronics R189 One-Net either. No issues from JTIC or IPAWS
Conformity Assessments.

FEMA has tested every EAS box out there in a lab at JITC. There were a
few units that had issues but TFT and SAGE were not one of them.
Apparently the EAN code overrides the FIPS on most units as EAN by
definition is National.
