A couple of points –
1 – There is no governors must carry flag.
The fact is that GMC only exists in the FCC discussion about EAS changes from a couple of years ago. It does not exist in FCC rules, until it does, it is pure speculation.
2- We have no idea of whether or not the FCC will create additional Originator Codes.
3- We have no idea if the FCC will indeed create a Governor Must Carry rule.
Read the comments filed by the BWWG on this subject. You will quickly see that this group, of which I am a part, has presented a pretty convincing argument against it.
4- Many of us feel that the SAME’s days are numbered for the simple reason that CAP can do so much more. There is no reason to ‘dumb-down’ our public warning systems just to be compatible with a messaging scheme that has been surpassed by something superior. (Again read BWWG’s comments about Sunseting SAME)
5 – I my view, CAP is the future and the time has come for everyone to get on the bandwagon. If you were here in Washington State, that train has already left the station. We are moving beyond SAME to a 100 CAP Based System.

How does your unit handle a Governor’s Must Carry (or any other new originator code that crops up down the road) received via “traditional” EAS rather than CAP? That will happen, especially in a state like Nevada. Also, how does it code the must-carry if received via CAP when relaying it to the legacy EAS unit which does not know about Governor’s Must Carry? However it re-codes it, that code will be broadcast and another station may receive it...

Art is mistaken in his comments about CAP-to-EAS Converters.
The TFT EAS 3320 is capable of forwarding the extended text of a CAP message and is capable of passing a message with a Governor's Must Carry "flag".

There has been a lot of talk recently in the state of Washington about EAS add-ons and how to best implement an upgrade to the current EAS system for CAP compliance.

Another reason these may be a non-starter is that they will ultimately not fit-the-bill for next-Gen EAS; they do not pass the extended text of CAP and they do not pass a Governor’s Must Carry flag from a CAP message.
