[sbe-eas] No EOM Seized Decoder

I can't speak for every box, but here is my experience with the Sage 3644.
Last week, I "bench tested" the EAN. The Sage has the ability to "kill"
the EAN by using the front panel keys. It will ask you twice if you want
to do it. As I recall, it dropped the relays so programming would return
to normal. However, to clear the screen of the alert it must hear an EOM
or reboot. To reboot, I simply turned the power off and on.
I plan to be by my box to do the same should an EOM not come through at
the end of the test.
