[sbe-eas] What's the fix for a seized box?

The guidance I have been given from FEMA/IPAWS is that should a problem 
occur during the EAN, make sure the box is reset, or whatever needs done 
to get it back to normal operating mode, and then send an RWT. This 
should release any boxes downstream from you, whether they are supposed 
to be monitoring you, or not.
