That is the way we got the audio too right off the NPR Squawk Channel and according to master control the way it was sent.
In this case, I think FEMA messed up. But it was a good experience and an opportunity to tweak the system to better operation.

Good Tones/poor audio on PEP-1 in Kansas City. NPR Squawk (PEP-2) was distorted.
