[sbe-eas] EAS Test

The PEP is WJR, and they did air it at 2:00PM.  But not everyone monitors WJR directly, nor is required to.  WHNN is the LP-1 for East Central Michigan.  When WHNN rebroadcasted the test from WJR or WKAR then it would be re stamped as WHNN.

Seemed to go off without a problem here in Michigan. Interesting though, as I thought our PEP was WJR, and the crawl on Charter used WHNN (96.1 FM) as the ID,
