Here is the aircheck of the audio that 810 WHB sent out for the National
Test yesterday. The timeline was like this:

The 1st 58 seconds is the FEMA-generator EAN.

>From :58 to 1:44 is the relay audio that the "studio" EAS

encoder/decoder was spitting out (probably received from the LP1 or LP2
in KC).

>From 1:44 to 2:04 is the RWT WHB ran, presumably to make sure that

downstream stations received the EOM tones correctly, since the audio
was messed up coming from FEMA.

In my opinion, the staff of WHB was acting responsibly by sending the
RWT afterwards, since it was unknown how stations downstream were
decoding it, and to make sure the downstream stations had gone back to
regular programming.
