The EAS protocol REQUIRES a time stamp, so one will be there. If there
are reception problems killing the time stamp, the header will be
rejected by the decoder. That's why headers are sent three times and the
decoder picks the two out of the three that match, if conditions do not
allow perfect reception of all three headers.
