Commentors to the public notice objected. While the FCC could try to
justify why it should disregard those objections, it is required to take
public comments into account as part of its rule making.

Of course, other commentors can object to the original commentor.
Anyone can file comments with the FCC. So if you think the FCC should
change something, send them a comment. You can read the other comments,
and some of the bickering that goes back and forth between some of
the parties.
