[sbe-eas] Received IPAWS CAP RWT!

You caught an initial manually fired round of what will be a series of RWTs targeting states by the state's largest time zone area.  Soon it will operate automatically on a daily basis.  Each time zone will receive an RWT at 10:05, 11:05, 12:05 and 13:05.  The intent is to allow users to confirm that their CAP\EAS device is properly configured to receive CAP alerts from IPAWS OPEN and to ignore CAP alerts not directed to your service area.  As more CAP\EAS devices come on line it will also serve to exercise the IPAWS OPEN EAS interface under varying loading conditions.
