[sbe-eas] IPAWS CAP Weekly RWT Tests Status Update

I may have missed the latest info on IPAWS... what is the current
status? The last IPAWS RWT I have received was December 28. My DASDEC
says it is still talking to their server. Should I be getting RWTs
now? If not... why?
