Hi,
first of all 68000 POD manual distinguish from defective POD from an 
inoperative one, your case is the first
So,  first download the .PDF manual here:

  and  start reading from chapter 6-1.In particual after display the 
"POD SELF TEST 68000 FAIL 00" message you have to perform the enhanced 
test by performing a read operation at address F000 0000.If the message 
resulting from this red operation is anything other tahn READ @ F000 000 
= FF OK, the the pod failed the enhanced self test.Continue reading 
chapter 6.6.
