[Techtoolslist] Fluke FIDE 4.1.9 Run-time error'68'

In case anyone cares, this appears to be a problem with my computer, not
FIDE. I tested it on a different machine running XP and it works fine
(as expected) so I have some sort of error in my hardware or setting
that needs to be excoriated.
