Here's the substitute motion for Article 17 from Cindy Tollen and
Stephen Gilligan. BTW I have replied to her about the typo in the
fourth word under "3. Enforcement" which obviously should be "by-law"

To give credit where credit is due, the work on this was done by
Cindy, Stephen and all the TMMs who sent suggestions. Also of course
David Coletta who has made this conduit possible.

     Thanks for all you help.  I have tried to respond to everyone
individually on this.  Two emails were returned to me: Joe Tully  and Rich
Carreiro.  If you contact Joe Tully, please tell him "continuous" means not
flashing.  Also, if you talk to Rich, please tell him we did try to
incorporate his concerns.

    This is the final version, which was drafted by Stephen Gilligan, as it
went to John Maher for the final draft.  John is working on it today, as he
has been from the beginning, and has promised that it will be on everyone's
seat this evening.  We tried to work with all the suggestions to get
something that will work.
