The language adds the phrase "at illuminated Town fields" to the end of the last condition, #7, under "Operation". The existing language could be construed to mean any sport-related activity anywhere in town (i.e. driveway basketball, street hockey, etc.), whereas I believe the intent is to only apply this exception to scheduled sports league games, which would occur at one of the Town's lighted fields. The .doc versions will be useful if you want to type your text into them and print them out. The .pdf versions will be useful if you don't have Word or Open Office and want to be able to print out blanks for later photocopying or for handwritten motions. The Moderator has also sent along the following explanation of which form you should use: Dear Town Meeting Members: For you convenience I have attached here a Substitute Motion form and a new Motion to Amend form. A Substitute Motion is made when it is your intent to fully replace the Recommended Vote of the ARB, The Selectmen, the Finance Committee , other Board or Proponent, or if you are the Proponent to present your own recommended Vote. An Amendment would be made when you wish to change, add to or delete wording from a Recommended or Proposed Vote. If you have any questions regarding which type of Motion you are making, please email me, jdlmoderator at gmail.com, or see me at be fore the start or the meeting at 8:00 pm. I hope that helps in clarification of Motions. John D. Leone -------------- next part -------------- A non-text attachment was scrubbed... I worked with the 200th Committee in 2007 designing our 200th buttons using the 200th logo as well as the bookmarks distributed all year at the Robbins Library, the color posters for the kickoff dinner, and the placard for the Town Day booth. Both 200th Committee co-chairs (Pam Meister and Roly Chaput) have told me these 200th "souvenir" items I designed were attractive and useful in helping to promote our 200th. I want to specially thank Roly for his help with this amendment. When we discussed it, he suggested I check with the Finance Committee, which I did, to outline specific uses for the transferred funds. I also consulted with Ms. Rice and counsel is in agreement, Thanks to our 200th Committee, we can re-fund the Uncle Sam Committee so it can embark on substantial projects, provide the selected amounts for the library and Historical Society, and still return funds to the town. All Uncle Sam souvenir items are designed with the intention they be sold to townspeople and tourists to make money for the town. Incidentally, the Committee's Alan Hovhaness Centennial website (hovhanesscentennial.org) is already up. Al Tosti has correctly informed me that comments by any members of the Finance Committee do not an approval make. My inquiries were of a general sort, the method and appropriateness etc. I stand corrected, and it was my error. Had I been aware Article 35 was going to be submitted, I could have worked out alternative wording with Roly and Pam, it would have been presented in that manner and, I assume, passed along in the same manner as the current Article. Since my substitute article was only to replenish a depleted town account that was, in the spirit of the original Article 35, dedicated to similar historical purposes (established by Town Meeting to promote the association of the Town with Uncle Sam) it seemed awkward to ask the Fin Com be convened on a matter which would have been routinely passed. The Board of Selectmen has no reason to deny this partial replenishment of the account, allowing the Committee enough to exist, while augmenting already existing funds and accounts at the Library and the Historical Association. Rather than return the entire amount of the remaining funds to the Town, I am hoping only to divert a portion to replenish what the Town had withdrawn during the years the Committee was without governance, leaving it currently penniless (actually about $350.00 was left) and unable to embark on specific projects highlighted in the survey. But my tacit assumption that the Selectmen and the Fin Com would vote to continue the Uncle Sam Committee was just that, an assumption, and not an approval. My bad. I hope that anyone else who has some suggestions or corrections will also comment, as it is my purpose to ensure that the Uncle Sam Committee is supported and restored, not to create controversy or misunderstanding due to my errors. e-regards, Laurence O.
