[Town Meeting] Substitute Motion - Article 13 (Symmes Redevelopment)

I am attaching a copy of a substitute motion I propose for Article 13  
- Symmes Redevelopment.  The intent is to conform as closely as  
possible to the commitments made to the voters prior to the March 31,  
2001 debt exclusion vote in the context of our inability to attract  
physicians and urgent care to the site.
