[casual_games] ESRB New Ratings Schedule goes into effect April 15

The ESRB has announced a new rating fee schedule that goes into effect
on April 15. This includes a "Value Submission" category for games that
have a development budget under $250K. The cost for getting these games
rated is reduced to $800.00.
