"Audacity" is a really great, free audio editing program.

http://audacity.sourceforge.net/

It has features for generating all kinds of waves and white noise.  There
are also plenty of effects for modulating and shaping those sounds
(especially if you get the LADSPA plugins), as well as features for
trimming, creating multiple tracks and saving to all the various sound
formats.
