Chiming in here, yes in general you can photograph most anything externally in the States, but adding that some buildings, even seemingly innocuous and unmarked, are prohibited from photos or filming. At the very least you'll get you a visit from your friendly local "intelligence" officer who may request that you hand over the images or film.

Lastly, if the recent Sony-Catholic Church debacle is any indication, some sites would rather have a say in how you use likeness of their buildings.
