If you have somone on staff who can act as administrator you should go with
no-frills dedicated hosting. All you need is a box and bandwidth then, so
paying extra for added services like at rackspace can be a waste. For cheap
dedicated we've had good experiences with Peer 1 and their subsidiary Server
Beach. You need to know what the primary limiting factor on your site is
too; bandwidth, CPU speed or memory.
You should also look at reducing bandwidth usage by offloading static
content to another server or service. You can pick up a cheap linux box as
a second server and put static content over there, or use a service that
provides metered high throughput hosting.
There are some thoughts on that in this article
http://www.codinghorror.com/blog/archives/000807.html and the comments,
though it is by no means definitive.
