[casual_games] Dummy voice over

PTTS is a command-line tool for using SAPI4/5 voices for text-to-speech.
You could easily automate some kind of WAV file creation with this:
http://jampal.sourceforge.net/ptts.html

We have a scrolling LED sign in the office that lists events, and use this
for the speech part of it.
