[games_access] Implementing Closed Caption

I'd like to make a more formal CC guideline for games. I'm going to
pursue this CC stuff more aggressively, which I can talk about at the
meeting today 6/27/05. So, as soon as I get that done, we can post it
wherever it can posted, including bathrooms and tree houses. Spread
the word! :)
