Make the initial download small, then download more resources while the game
is running. The user should be able to stop/resume the download process at
any time.
If the user actually likes the game, an hour's loading in the background
isn't so bad (~20MB on modem).
Try to use procedural image generation and a compact vector format (e.g.
Flash) for as much as the graphics as possible (build bitmaps from them as
they're downloaded).
