Thomas, good catch. 

However, I'd add that rather than just close captioning for the sake of
the tax credit, that if developers are going to go to the effort they
should think about how their games may actually address a wider
audience.

I'm not sure which points are/aren't relevant for game development, but
there's a series of good articles and an SDK to get to Windows
accessibility features available at:

msdn.microsoft.com/at

(Some of the articles contain good points that are applicable to more
than just MS platforms as well)
