[casual_games] Advergames Production Budgets (was Risks ofusing OpenGL in casual games)

And I think it's useful to clarify that average budget refers to a project
where a big part of the game engine has been developed before and a big
chunk of the work is customization. That's how most advergames are done
anyway. Creating a web game from scratch costs more money.

Let's not shoot ourselves in the foot guys :).
